As you know, shopping cart price rules in default Magento are only applied for the Website level, not for Store or Store View level. Therefore, a Magento store with multiple store views, it is impossible to have different promotion campaigns for each store view . In this case, an extension like Magento Shopping Cart Price Rule per Store View (https://bsscommerce.com/shopping-cart-rules-per-store-view.html) is developed to help overcome this drawback
This module will allow you to choose each store view for each shopping cart price rule as a condition when you create it in the backend.
