Like shopping cart price rule, default Magento cannot support setting up catalog price rule for store views of a website, but just allow admin to create these rule to be applied for the whole website. Therefore, admin need an extension called Catalog Price Rule per Store View for Magento 2 (https://bsscommerce.com/catalog-price-rule-per-store-view-for-magento-2.html) to set up catalog price rule for store view levels so that store owners can provide local customers different promotions for better business efficiency.
