Title: How to limit number of products in cart in Magento 2

Just realized that Magento does not allow you to set a minimum or maximum products in cart? Then, Limit Cart Quantity for Magento 2 (http://bsscommerce.com/limit-cart-quantity-for-magento-2.html) is all you need to make a rule for this by yourself.
The module support:

• Set a number for minimum and maximum quantity of cart for specific customer groups.
