The first step in applying for citizenship through naturalization is to enter the US and secure a green card in order to establish permanent residency. The next step is to ensure eligibility. You should be 18 years and above of age and a green card holder for minimum 5 years of continuous residence in US. The next step is to file N400 application for naturalization (http://www.uscitizenship.info/articles/how-much-is-the-n-400-application-fee/index.html) to commence the naturalization process. You may file Form N-400 if you are over 18years old, are eligible for naturalization, and have a green card.

If you are the spouse of a US citizen and have been living with your citizen spouse for 3 years and also have had your green card for those 3 years, then you can go ahead and apply for US citizenship through naturalization process after those 3 years.
