The Department of State has recently released an announcement on the opening of the 2014 Diversity Visa Program (DV 2014), suggesting people submit their entries early to avoid possible congestion of the service later in the registration period.

According to the announcement, the 2014 Diversity Visa Program will open at noon, Eastern Daylight Time (EDT) (GMT-4), Tuesday, October 2, 2012, and will close at noon, EDT, Saturday, November 3, 2012. The Diversity Visa Program allows up to 50,000 eligible applicants every year to come to the United States under a lottery program to live and work in the United States permanently. The Diversity Visa program makes visas available to applicants meeting the simple, but strict, eligibility requirements. A computer-generated, random drawing chooses selectees for Diversity Visas.As a green card holder later you can file Form N400 (http://www.uscitizenship.info/articles/how-much-is-the-n-400-application-fee/index.html) for US citizenship.
